With the failing American economy or crisis, where do we get the money to fix the infrastructure?

That is a huge issue in my state and it is on the governator's radar in CA. Our damns, bridges, roads, sewer system, electrical grid, water treatment plants, in essence the "physical plant" of the United States is not only failing but in desperate need of complete over haul. Perhaps we need to stop sending billions of dollars to other countries and stop spending money on unnecessary, frivolous, wasteful projects to have the money to address these issues. In our state, we have a huge budget deficit, cannot issue more bonds because the interest on the ones we're already paying exceeds what we collect in taxes and the middle cl is so squeezed that there literally is no blood left in the turnip. I think we as a nation and as a state, need to reconsider our priorities, how we spend money and remember to take care of our own. You are right, we are in an infrastructure crisis that needs to be addressed before another bridge collapses killing those on it or before another damn bursts with the same results.
