Age of empires online question?

so i get the basic premise of the game but i have a question about pvp. is there specifically a single player mode and a respective multiplayer mode and how do they relate? let me rephrase, when you start playing and building and such, is the rest of the world CPU? if so then when you play multiplayer how does that work? do you have to build a new city from scratch? thanks in advance.
